The Illinois Electric Service Customer Choice and Rate Relief Act of 1997 restructured the state’s electric market and ushered in deregulation to a more free, open market. Illinois utilities divested their generation and entered into long-term wholesale purchase agreements with the new generation owners that would last through 2006.
